(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is specifically procured from small and medium-sized enterprises. (4) It has the status of an independent legal person, and its business scope complies with the requirements of this project;
(5) The bidder shall possess a general contracting qualification of municipal public works at level three or above. The project leader shall be a staff member of the applicant's own unit, holding a practicing qualification certificate of a constructor of level two or above of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the registered specialty must be municipal engineering.
