对废气气重点及简化管理的企业的约100个非甲烷总烃废气排口、50个VOC排口、40个油烟排口、50个臭气浓度排口开展监测；对10个气重点排污单位废水排口开展废气在线比对监测。
对约100家排水量超过100m3/d的排水户废水pH值、悬浮物、化学需氧量、氨氮、总磷、石油类、动植物油、硫化物、阴离子表面活性剂及7家特殊行业排水户特征因子开展监测。
Brief specification description or basic overview of the project: Based on the current issuance of pollutant discharge permits and their inclusion in the 2024 post permit supervision system, approximately 200 monitoring outlets of wastewater simplified management enterprises will be monitored by 2025; Conduct online comparison and monitoring of wastewater discharge outlets from 30 key water discharge units. Monitor approximately 100 non methane total hydrocarbon exhaust outlets, 50 VOC exhaust outlets, 40 oil fume exhaust outlets, and 50 odor concentration exhaust outlets of key and simplified management enterprises for exhaust gas; Conduct online comparison and monitoring of waste gas at the wastewater discharge outlets of 10 key gas polluting units. Monitor the pH value, suspended solids, chemical oxygen demand, ammonia nitrogen, total phosphorus, petroleum, animal and vegetable oils, sulfides, anionic surfactants, and characteristic factors of about 100 drainage households with a drainage volume exceeding 100m3/d.

Brief specification description or basic overview of the project: Supervision monitoring was conducted on 19 water outlets and 97 gas outlets of 4 key high-tech enterprises in Pudong New Area. The monitoring items for exhaust gas outlets include air volume, oxygen content, particulate matter, nitrogen oxides, sulfur dioxide, hydrogen chloride, hydrogen sulfide, smoke blackness, mercury and compounds, nickel and its compounds, benzene, toluene, xylene, volatile organic compounds, etc. Monitoring projects for wastewater discharge outlets include pH value, dissolved solids, suspended solids, five-day biochemical oxygen demand, chemical oxygen demand, ammonia nitrogen, total nitrogen, total phosphorus, petroleum, volatile phenols, total cyanide, fluoride, sulfide, total organic carbon, benzene derivatives, alkylmercury, residual chlorine, heavy metals, and water temperature, as well as comparative monitoring of waste gas and wastewater discharge outlets. (b)Qualification requirements to be met to implement government procurement policies: This project is a package specifically designed for the procurement of small and medium-sized enterprises, and is only open to small and medium-sized enterprises to participate in bidding. The industry to which the procurement target of this project belongs is other unspecified industries as described in the "Regulations on the Classification Standards for Small and Medium sized Enterprises" (Attachment of MIIT Joint Enterprise [2011] No. 300). If the bidder is unsure whether they can enjoy the support policies for small and medium-sized enterprises, and therefore cannot determine whether they should participate in the competition of this project, they can consult with the contact person of the bidding agency (see the contact information at the end of this announcement).
