Procurement Requirements:

合同履约期限：合同签订之日起至2025年12月31日。货品交货期：易耗品类于订单下达之日3个工作日内交货；需进行预订的通用仪器或备品备件等，于订单下达之日起2周内交货,对于采购方常用的化学试剂（易制毒、易制爆除外）和药品应留有一定量的库存已备紧急时及时供货。

The Contract Period: From the date of contract signing until December 31, 2025. Delivery time of goods: Consumables shall be delivered within 3 working days from the date of order placement; General instruments or spare parts that require booking shall be delivered within 2 weeks from the date of order placement. For commonly used chemical reagents (excluding those that can easily produce drugs or explosives) and drugs used by the purchaser, a certain amount of inventory shall be reserved for timely supply in case of emergency.

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具有有效的危险化学品经营许可证；
（5）具有有效的非药品类易制毒化学品经营备案证明；
（6）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a valid hazardous chemical business license; (5) Having valid business registration certificates for non pharmaceutical precursor chemicals; (6) This project does not allow subcontracting.
