简要规格描述或项目基本概况介绍、用途：围绕持续改善全区河道水质的目标，以《水污染防治行动计划》、《**市水污染防治行动计划实施方案》，围绕国控、市控、长江经济带等各类断面，开展国、市、区、镇各级河道常规水质监测，为全区地表水环境质量评估提供技术依据和技术保障。其中，监测断面（北片）：国控断面1个、市控断面16个、长江经济带断面1个、三年行动计划断面4个、信息公开断面1个、区级断面16个、镇级断面15个、创模断面3个、区级评估断面3个、农业取水口及排放口22个。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

简要规格描述或项目基本概况介绍、用途：围绕持续改善全区河道水质的目标，以《水污染防治行动计划》、《**市水污染防治行动计划实施方案》，围绕国控、市控、长江经济带等各类断面，开展国、市、区、镇各级河道常规水质监测，为全区地表水环境质量评估提供技术依据和技术保障。其中，监测断面（南片）：国控断面3个、市控断面21个、出入境断面2个，区级断面13个，镇级断面8个，与海联通断面4个，创模断面4个，区级评估断面8个，农村水体跟踪断面20个、农村农业面源污染控制断面3个、农田灌溉水取水口5个。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。

合同履约期限：本项目服务期限为2025年1月1日起至2025年12月31日。（本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用。）

The Contract Period: The service period of this project is from January 1, 2025 to December 31, 2025. (Before the completion of the procurement work, the original service unit will continue to perform the service, if the winning bidder is not the original service unit, the service fee incurred during this period will be paid to the original service unit by the winning bidder according to the winning bid price after the completion of the project procurement.)

二、申请人的资格要求

2. Qualification Requirements for Bidder

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and price discounts are not implemented for small and medium-sized enterprise products during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具有省以上（****点击查看监督局认定的检验检测机构资质认定证书（CMA）（检测范围涵盖本项目需求）
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) Have the qualification certificate (CMA) of inspection and testing institutions recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the province) (the testing scope covers the needs of this project)
(5) Subcontracting is not allowed for this project.
