(b)Qualification requirements to be met to implement government procurement policies: This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and support for scientific progress. Welfare units for disabled persons that meet the conditions stipulated in Caiku [2017] No. 141, prisons that meet the conditions stipulated in Caiku [2014] No. 68, and drug rehabilitation enterprises are all considered as small and micro enterprises.

(c)本项目的特定资格要求：（1****点击查看政府采购活动前三年内（从2021年12月17日至今）未被列入失信被执行人、重大税收违法****点击查看政府采购严重违法失信行为记录名单。
（2）法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接****点击查看银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。

（4）投标人应具有省级（或以上）质量技术监督部门颁发的计量认证（CMA）证书。
（5）本项目为非专门面向中小企业采购的项目。

(c)Specific qualification requirements for this program: (1) Within the three years prior to participating in government procurement activities (from December 17, 2021 to present), have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (2) When a branch of a legal entity participates in bidding in its own name, it should provide relevant certification materials registered in accordance with the law and a clear commitment issued by the legal entity to assume full direct responsibility for the bidding activity (the registration of branches such as banks and insurance should be approved by the industry regulatory department in advance and issued with business licenses, and business licenses should be provided, without the need to provide a commitment letter issued by the legal entity). (3) The investor of the bidder (excluding shareholders of the listed company whose shareholding ratio does not reach
