简要规则描述：本项目拟确定一家供应商完成本项目，服务内容包括但不限于项目库建设及机制更新、气候投融资基础数据库建设、部市工作协同、产学研、能力建设等工作。（具体详见第三章采购需求书）

Brief Specification Description:The project aims to determine one supplier to complete the following tasks, including but not limited to the establishment and mechanism update of the project library, construction of a basic database for climate financing, coordination with national and local authorities, industry-academia-research cooperation, and capacity building. (See Chapter 3 for detailed procurement requirements)

合同履约期限：合同签订之日起至2025年6月30日。

The Contract Period: From the date of contract signing until June 30, 2025.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****点击查看政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies:(1) Support for small and medium-sized enterprises (SMEs): This project is not specifically targeted at SMEs, but during evaluation, products from small and micro-enterprises will enjoy a 10% price discount. (2) Support for welfare units for the disabled, treating them as micro-enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织****点击查看公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program:(III) Must be a legal person or non-legal organization established according to the laws of our country (this project does not accept branches participating in the procurement activities under their own names); (IV) Subcontracting is not allowed for this project.
